Homer Township Board Regular Meeting Minutes

December 9, 2024 at 5:30 pm

Location: Homer Town Hall


Board Members in Attendance: Chairman Harlan Larsen, Supervisor Franklin Fitch, Jr., Supervisor Gordy Nagle (arrived after start of meeting), Treasurer Kim Skappel, Clerk Charlotte Roraff

Absent: None


Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.


Prior meeting minutes were read by C. Roraff. F. Fitch made a motion to accept the minutes as read. H. Larsen seconded. Vote taken, 2 in favor; G. Nagle absent. Motion carried.


Meeting agenda was reviewed. F.Fitch made a motion to accept the meeting agenda. H. Larsen seconded. Vote taken, 2 in favor; G. Nagle absent. Motion carried.


Public comments started. Jeanne Nelson, Amy Cordry and Anna Driscoll made comments.


G. Nagle brought up the topic of hiring a township attorney. Retaining an attorney would help guide the board in regards to looking into the possibility of taking over Pickwick Fire Department and ensuring the board stays within statutory boundaries.  G. Nagle made a motion to retain a township attorney to advise the board. F. Fitch seconded. Vote taken, 3 in favor. Motion carried. G. Nagle will reach out to some attorneys recommended by MAT.


G. Nagle was given an estimate on replacement of basement windows for the Town Hall. He said at this point, he didn’t see it as a dire need and he made a motion to table the project. F. Fitch seconded. Vote taken, 3 in favor. Motion carried. 


K. Skappel indicated Winona County has increased the cost for salt and sand this year. The new price will be $40.50 per cubic yard. Discussion was had regarding increasing the amount charged to Wilson Township for plowing to help cover the increase.  F. Fitch made a motion to increase the charge to Wilson Township to $45.00 for each plowing and sanding of Wilson Township 3. G. Nagle seconded. Vote taken, 3 in favor. Motion carried.


C. Roraff indicated she is preparing the notice of filing to publish in the paper and would like to publish the notice for the annual meeting at the same time. The meeting location is set for Town Hall and she asked if the board had any concerns regarding having enough space.  Discussion was had. No concerns were voiced at this time so the notice will be published for the filing period and the annual meeting information.


H. Larsen had the following to report regarding Homer Township Roads:


Road projects still pending include:


G. Nagle said he still has not received the invoice from Latsch Island Gutter for the last gutter installed so he will follow up on it.


Pickwick Fire Department Chief Zimmerman gave a brief report and update. They have Breakfast with Santa coming up on Saturday. Relatively slow call month; truck fire and a couple of medical calls. Upcoming snow is in the forecast so safe driving speeds are encouraged. Year to date call volume is slightly lower which is good. Pickwick Fire had extra copies of their annual call report available and they give an updated report at every Annual Meeting.


F. Fitch made a motion to adjourn the meeting. G. Nagle seconded. Vote taken, 3 in favor. Meeting adjourned at 6:06pm.
