Homer Township Board Regular Meeting Minutes
July 8, 2024 at 5:30 pm
Location: Homer Town Hall
Board Members in Attendance: Chairman Harlan Larsen, Supervisor Franklin Fitch, Jr., Supervisor Gordy Nagle, Treasurer Kim Skappel, Clerk Charlotte Roraff
Absent: None
Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.
Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. F. Fitch seconded. Vote taken, 3 in favor. Motion carried.
Meeting agenda was reviewed. G. Nagle made a motion to accept the meeting agenda. F. Fitch seconded. Vote taken, 3 in favor. Motion carried.
Public comments started. JoAn Moham made public comments.
C. Roraff indicated she hasn’t received the dates for completing election judge training. She will follow up with the board members individually once dates are available to get everyone signed up.
G. Nagle presented the estimates he received for eaves and downspouts on the Town Hall and machine building. Latsch Island Gutter Service estimated $1,162.00 for the Town Hall gutter and downspout installation. Also, they estimated $1,328.00 for the machine building gutter and downspout installation. Discussion was had. G. Nagle and H. Larsen discussed also adding snow/ice breaks to ensure the gutters aren’t damaged during the winter. G. Nagle made a motion to put the gutter and downspouts on both buildings and add snow/ice breaks as long as the addition of snow/ice breaks doesn’t cost more than $1,000. F. Fitch seconded. Vote taken, 3 in favor. Motion carried.
Steve Bachler presented the information he put together regarding ADA requirements for the rear door of Townhall and the estimates he received. Two estimates were received; Handyman John and JRN Construction. Discussion was had regarding the replacement of the door. Recommendation was to replace the rear door with a 32 inch door as that is what the existing opening is. Steve also brought up the need to review the ramping to the door, but he did not have estimates on that work. The only estimate for a 32 inch door was from Handyman John for $1,470.00. F. Fitch made a motion to accept the estimate from Handyman John for $1,470.00 plus a 10% overage allowance and move forward with replacing the rear door. G. Nagle seconded. Vote taken, 3 in favor. Motion carried. The opportunity for JRN Construction to submit a new estimate for a 32 inch door will be given. If the JRN estimate is under the $1,470.00, the board will revisit the estimates.
C. Roraff indicated the notice of bids for paving Sebo Hill was published and due to timing the bids will not be ready for opening and review until August board meeting.
H. Larsen indicated he and G. Nagle did a site inspection at Homer Lane to look at the trees in the waterway which were brought up by Jeanne Nelson at the prior month’s meeting. Based on the site visit, it appeared the waterway was functioning as it should. It hasn’t been reported that it is flooding onto roads. One of the trees is on private property and not township. No action will be taken at this point, but occasional site visits will be done.
Other road maintenance items were discussed. Ditch cleaning needed by Bob Suffrin’s due to buildup and washout, Homer Valley Road needs a site visit to view culvert near Steve Bachler, shouldering will need to be done on Pleasant Ridge Road.
G. Nagle gave an update on the meeting he and C. Roraff had with members of the Pickwick Fire Department. They requested some operational financial information from Pickwick Fire so the fire department will put that information together. Additionally, they will still reach out to other Townships who own their fire departments to gain insight. They will continue to gather information.
There was a brief discussion on the MidWest Hill Fest. C. Roraff indicated the only item missing was the insurance certificate; Aiden Haas has sent her the other requirements outlined by the board.
K. Skappel reminded the board that the primary election is the day after next month’s board meeting so we should plan to start election day set up immediately after the meeting ends.
K. Skappel indicated the Township has received the first tax settlement and the PNP reimbursement.
F. Fitch made a motion to adjourn. G. Nagle seconded. Vote taken, 3 in favor. Meeting adjourned at 6:07pm.
