Homer Township Board Regular Meeting Minutes
October 14, 2024 at 5:30 pm
Location: Homer Town Hall
Board Members in Attendance: Chairman Harlan Larsen, Supervisor Franklin Fitch, Jr., Supervisor Gordy Nagle, Treasurer Kim Skappel, Clerk Charlotte Roraff
Absent: None
Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.
Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. F. Fitch seconded. Vote taken, 3 in favor. Motion carried.
Meeting agenda was reviewed. F. Fitch made a motion to accept the meeting agenda. G. Nagle seconded. Vote taken, 3 in favor. Motion carried.
Public comments started. Joe Neumann, Amy Cordry and Scott Roraff made public comments.
C. Roraff read the letter of support submitted by Pickwick Fire Department in regards to their request to have dry hydrants added to the Winona County Hazard Mitigation Plan. Brief discussion was had. F. Fitch made a motion to sign and submit the letter to Winona County as read. G. Nagle seconded. Vote taken, 3 in favor. Motion carried.
G. Nagle gave a brief update on gutter and downspout installation. Three (3) gutters were installed, however the contractor misunderstood where to install them so there are currently two (2) gutters on the machine shop building and one (1) gutter on the town hall. G. Nagle has spoken with the contractor to add the gutter to the other side of the town hall. Additionally, ice breaks have been installed and invoice received by the Township.
C. Roraff indicated the latch has been fixed on the newly installed Town Hall door and the project is completed.
H. Larsen indicated he spoke to the contractor and paving on Sebo Hill should be completed by the end of October.
H. Larsen had the following to report regarding Homer Township Roads:
Township ditches were mowed
Cedar Ridge Road culvert has been installed
Cold mix shouldering completed on Bluff Street, Husman hill and Pleasant Ridge
Grader was out and completed most roads; waiting for rain to be able to finish
Ditch cleaning by Suffrins is completed
Road projects still pending include:
Homer Valley Road ditch; culvert is still clear
K. Skappel received a letter from Xcel Energy asking for access to change out a meter. G. Nagle will coordinate with Xcel to allow access to the Town Hall building.
C. Roraff received an email from Xcel Energy stating they will be doing work on replacing an existing power pole on Otter Drive and would like to know if the Township requires a permit. Brief discussion was had regarding the location map submitted by Xcel. No permit is required, no concerns were expressed about the work being done. C. Roraff will reply to the email to indicate this.
G. Nagle indicated there’s a company Richmond Township is talking too regarding a product to fix washouts which may work better and it is something we could also learn about or keep in mind for spots which continue to washout.
B. Bruno indicated there is a new culvert on Little Trout which has been concreted out to the road. H. Larsen expressed concern about the snow plow hitting the concrete. Brief discussion was had. A Site visit will be done to look at it.
C. Roraff gave a reminder that the Town Hall will be the polling place for the general election on November 5th.
F. Fitch made a motion to adjourn the meeting. G. Nagle seconded. Vote taken, 3 in favor. Meeting adjourned at 6:01pm.
